VAT registration and returns: a practical guide

Check whether you need to register, prepare the right evidence and build a filing routine around your assigned VAT periods.

The direct answer: registration is not based on profit

For a UAE-resident business, mandatory registration is triggered when taxable supplies and imports exceed AED 375,000 in the previous 12 months, or are expected to exceed it in the next 30 days. Voluntary registration can apply above AED 187,500 of taxable supplies and imports or taxable expenses, using those same look-back or forward-looking tests.

Do not substitute annual profit, your corporate-tax position or money currently in the bank for this assessment. Keep a rolling schedule rather than waiting for your financial year-end. A non-resident making taxable UAE supplies may have to register without a minimum threshold unless another UAE party is responsible for the tax.

Three situations to distinguish

To see why the rolling test matters, imagine taxable supplies of AED 340,000 followed by a further AED 40,000 while those earlier supplies remain within the same 12-month window. The combined AED 380,000 is above the mandatory threshold. This arithmetic assumes the amounts belong in the test; classification and the precise trigger date still need checking.

Prepare an application file, not just a trade licence

The FTA's requirements depend on legal form. Its service card lists incorporation and licence records, owner/signatory identification, signing authority where needed, a signed sales declaration and supporting transaction evidence. Forecast-based applications need evidence such as contracts or purchase orders. Customs information may be relevant; the bank letter is listed as optional.

Use a single document checklist with three columns: required record, person responsible and ready date. Check that the legal name and signatory details agree across the files before uploading. If supporting evidence is incomplete, record what is missing rather than inventing a turnover figure to get past a field.

Use your assigned period and deadline

The FTA normally assigns three-month tax periods but may assign a different period. Filing and payment generally fall due within 28 days of the period-end, moving to the next working day where the due date falls on a weekend or official holiday. Check the actual dates in EmaraTax rather than assuming every business files for calendar quarters.

The registration certificate shows the first return deadline; subsequent obligations appear in the EmaraTax dashboard. A registered business must still file for its assigned period when no tax is payable. Submitting a return and making a payment are separate steps: keep evidence of both, and allow time for funds to reach the FTA.

A repeatable pre-filing checklist

For planning, give the record collection, review, filing and payment tasks different internal dates. An early document cut-off is useful only if someone owns the missing-items list. If a prior return looks wrong, identify the affected period and correction route rather than quietly changing a later return to make totals match.

  • Confirm the exact entity, TRN and period before preparing the figures.
  • Reconcile the sales register, credit notes and ledger; investigate differences rather than forcing a balancing amount.
  • Check purchase evidence, imports and reverse-charge items, including whether input tax is actually recoverable.
  • Separate standard-rated, zero-rated and exempt transactions; keep the evidence behind the treatment.
  • Have the responsible person check the draft, then save submission and payment confirmations together.

What the return is trying to reconcile

For a simple calculation, AED 5,000 of output VAT less AED 2,000 of eligible recoverable input VAT leaves AED 3,000 payable, before other adjustments. This is an arithmetic illustration of the relationship, not a determination that every purchase invoice qualifies for recovery. Imports, credit notes, blocked recovery and prior-period corrections can change the result.

A clean spreadsheet total is not enough: the supporting records need to explain why each transaction was treated that way. This is where regular bookkeeping reduces the last-minute work before a return.

Changes from 1 January 2026

  • The reverse-charge self-invoice requirement was removed, but supporting transaction records remain necessary.
  • A five-year limit applies to requests to reclaim excess refundable tax. Check the relevant period and applicable transitional rules before assuming an old balance is still recoverable.
  • The FTA can deny input-tax deduction where a supply forms part of a tax-evasion arrangement; supplier and transaction checks matter.

Checks that deserve a second look

  • Claiming input tax without a valid tax invoice
  • Missing reverse charge on imported services
  • Zero-rating exports without evidence of export
  • Returns that do not reconcile to the ledger
