The direct answer: use the current salary deadline
For establishments registered with MOHRE, the current government guidance under Ministerial Resolution 340 of 2026 makes the first day of each Gregorian month the due date for the previous month's wages. Do not plan around the old 15-day late-payment rule.
WPS uses authorised financial institutions to transmit salary payments and support wage monitoring. Preparing a salary file is not the same as successful payment. Employers should check the provider's acceptance and payment results, not just an upload confirmation.
Payment controls are not permission to reduce salaries
The official guidance describes an 85% on-time wage-transfer threshold where lawful deductions apply. This is not permission to withhold 15% of earned salary. Delays trigger graduated enforcement measures, beginning with alerts and monitoring. Check the current resolution and MOHRE's assessment rather than assuming one fine or restriction applies to every employer.
Build a payroll control sheet
Use the following as an internal operating checklist, not a new statutory timetable. Work backwards from the actual payment date and your provider's processing cut-off.
- Keep contract changes and payroll inputs in one controlled version before the file is approved.
- Compare employee-level totals with the payroll register, not just the overall bank debit.
- Assign someone to resolve rejected records and confirm the final result.
- Keep a separate exception log; do not silently drop a person from the payroll.
| Checkpoint | Evidence to retain |
|---|---|
| Confirm the team | Joiners, leavers, leave records and approved contract changes. |
| Review the calculation | Basic pay, allowances, adjustments and the basis for each deduction. |
| Approve and fund | Named employer approval and confirmation that enough funds are available. |
| Submit and reconcile | File acceptance, rejected records, completed payments and unresolved differences. |
Scope, free zones and unpaid leave
Check the employer's jurisdiction and the applicable employer/worker exclusions. The federal WPS guidance should not be applied indiscriminately to every free-zone arrangement. Official guidance includes unpaid-leave cases with supporting documents submitted to MOHRE; an omission is not automatically a breach, and an unsupported omission is not automatically an exemption.
When the file is rejected
Suppose the payroll register shows 12 people but the provider reports only 11 successful payments. Keep the unsuccessful record open even if the total funding left the employer's account. Identify the rejection reason, correct the approved input and obtain the final payment result. This is an operational reconciliation, not a decision about a worker's legal entitlement.
Keep payroll and employee bank records out of a general website enquiry. Initially tell Meraki the jurisdiction, team size, payroll month and the type of issue; arrange sensitive-document exchange separately.
Where Meraki fits
Meraki can prepare agreed payroll calculations, payslips and WPS administration. The employer funds and authorises payment; the selected bank or payment provider executes it. Review those responsibilities before the first cycle, including who monitors rejected payments and who approves corrections.
